Footwear Sizing: Half Size Too Big

I wear a size 7, or 37.5 to 38, kind of narrow but not ever a "slender" or "A , narrow" width. I never ever wear a 6.5. However, the size 7 Lucchese boot was too long and floppy for me. I was expecting more of an Italian narrow shoe form.
