Looked at the sizing chart but don't know how to read it her head measured a 22.

I measured about 21 1/2 and ordered a M. Too big. Go with a small.

Answer: 
According to the chart 21 7/8" is a size 7 and 22 1/4" is a size 7 1/8. A size 7 is what the chart is recommending. I can't guarantee this will be the perfect fit for your daughter, but as long as you measured tight and a 22 is what you came up with, then you should have no problem.
